A lot of Russian “tankies” believe this unironically tho - that Putin should demonstratively purge the corrupt high command (which really is corrupt), nationalize our heavy industry such as car manufacturers, and force mobilize the masses to work on those plants, because otherwise we are at a real risk of losing to some stupid khokhols and their american overlords.
They don’t understand that Putin runs on personal loyalty first and foremost and purging anyone for mere corruption and incompetence is unthinkable (he is merciless to people he sees as traitors however). It’s not how the system works at a fundamental level

This new Yorker article goes into some more detail. Apparently there was an underlying conflict between rival Chinese academics over succession of university admin postings in Beijing.
According to the article it was one Chinese dude trying to hog credit and Perelman basically went “oh i’m not brave enough for politics” and bailed. If he accepted his choice was basically becoming a conformist or getting involved by trying to improve things. He chose not to choose.

No, the key fragment is just a bit of text you can send to them by whatever secure side channel you want down to handing them a flash drive. Then when you need to recover the key you ask for it back
Why would you need a password if you already have a private key?
Also, one possible way to manage private keys is to split the key (and the risk/burden) using shamir’s secret sharing and use that process for key recovery if you ever lose it. For example you split it among 6 people you trust and to recover the key, 4 of them need to give you a fragment of it.
